dc.description.abstract This paper presents aspects of continuity and change in India's policy towards its diaspora. It particularly focuses on the initiatives undertaken by the government such as the celebration of Pravasi Bharatiya Diwas and the creation of a separate Ministry for Overseas Indians in the light of the recommendations of the L.M. Singhvi Report. The primary objective is to understand the implications of these initiatives vis-a-vis noticeable 'shifts' in the foreign policy matrix of the Indian state.
